ORDER CALLING
PUBLIC HEARING
Creation of Town of Waterloo Edwards,
Brewer, Hecker and Packwood Roads
Water District in the Town of Waterloo,
County of Seneca, New York.

WHEREAS, previously hereto, MRB Group has prepared a map, plan and report entitled “Town of Waterloo Edwards, Brewer, Hecker and Packwood Roads Water District and Water Improvement Project” dated March 2025, pertaining to the creation of the Town of Waterloo Edwards, Brewer, Hecker and Packwood Roads Water District (the “District”), which the Town Board of the Town of Waterloo has determined was prepared in such manner and in such detail to be compliant with NYS Town Law; and
WHEREAS, such map, plan and report has been duly filed in the office of the Town Clerk of the Town of Waterloo, New York, and is available for public inspection thereat; and
WHEREAS, the boundaries of the proposed water district are set forth in Exhibit 1, attached hereto and made a part hereof; and
WHEREAS, the improvements proposed consist of the following:
- An 8″ PVC water main is planned to run along Brewer Rd, starting from a connection just south of NY State Route 96 to the intersection with Hecker Rd.
- An 8” PVC water main is planned to run along Edwards Rd, approximately 1,250 feet north of Steele Road to the intersection with Packwood Rd.
- Further extension includes an 8″ PVC water main along Hecker Rd from the Brewer Rd intersection to Edwards Rd intersection.
- An 8” PVC water main is planned to run along Packwood Road from the intersection of Edwards and Packwood Roads. Extension length is approximately 2,605 feet
- An 8” Transmission main for a second connection to the watermain extension from Geneva-Waterloo Road to the intersection of Edwards and Packwood Roads. The approximate length of the transmission main is 400 feet.
- Fire hydrants will be installed along the water main at intervals of approximately 600 feet, as well as at every road intersection.
- Gate valves will be positioned at approximately 1,200-foot intervals and at each road intersection.
- Related appurtenances to serve said District.
All of such improvements in accordance with the aforementioned map, plan and report now on file in the office of the Town Clerk of said Town; and
WHEREAS, the maximum amount proposed to be expended for the improvements necessary for distribution to the customers in the District referenced herein, is $4,943,000, with no more than $2,965,800 of this amount being paid for from a Water Infrastructure Improvement Act Grant, leaving approximately $1,977,200 to be financed through a Rural Development loan, approved by a bond resolution, and repaid by the owners of property within the District, which said cost shall be assessed by the Town Board in proportion as nearly as may be to the benefit which each lot or parcel will derive therefrom; and
WHEREAS, the estimated costs of the District to the typical property or the typical one-family or two-family home is $662.00 for debt service and $438.00 for water supply and operation and maintenance for a total cost of $1,100.00. Individual 1” water services will be installed without a separate charge to the property owner if connected within the first year of operation; and
WHEREAS, each owner will be required to pay for installation of the water service from the right-of-way to the structure using the water. This will need to be purchased by the affected property owner from a private contractor. The homeowner is responsible for all inside plumbing and, if applicable, well abandonment.
NOW, THEREFORE, be it ORDERED, that a public hearing of the Town Board of the Town of Waterloo will be held at the Waterloo Town Highway Garage, 66 Virginia Street, Waterloo, New York, on March 24, 2025, at 6:00 p.m. on said day, to consider creation of said District and to hear all persons interested in the subject thereof, concerning the same, and for such other and further action on the part of said Town Board, with relation to the premises; and
BE IT FURTHER ORDERED, that this Order Calling for a Public Hearing shall be published and posted as required by law and that a copy shall be filed with the NYS Comptroller.
